Treasurer's Report
Donna Fuller reported "alarming negative trends in our net income". Decrease in Yearbook sales and advertising continues to be a cause for concern. There was a discussion of raising basic registration fees but this was not acted upon. The advisory committee comprised of Jackie Taylor and Jim Barkeley prepared a report, which suggested ways in which CFA can increase revenues and decrease expenses. No action was taken on these items.
Domestic and International Committee Reports
Sharon Roy presented # Region 1-8 new club applicants. Of those two were accepted. Coastal Paws Cat Club-Region 7 and International Sphynx Society-Region 6.
Stan Barnaby reported that two representatives for the European Division were selected. They are Gabriella Gorini and Massimo Mazzucchalli both of Italy. They will represent the concerns of the clubs in the International Division along with Peter VanWonterghen. Mr. Barnaby also addressed the problem of having two CFA shows licensed on the same weekend in the International Division. To combat this, the Board passed a show rule effective with the 1999-2000 show season that no two shows will be licensed on the same weekend within 1126 km of the other.
International Show Report
The International show held in 1998 was a financial success showing $18,000 in profit. The 1999 show will once again be held in Kansas City. The KC airport was a major concern and Allene Tartaglia is working with the Kansas City Convention and Visitors Bureau to see what can be done to "accommodate our needs for the one day".
In 1999, you must ATTEND the qualifier to be eligible for entry in the International. The high absentee rate was a big concern for all regions.
Central Office Operation
Tom Dent presented one out of region request for a show to be held in the GLR. The National Siamese Cat Club, a Region 1 club, was granted permission to hold a show in Rochester, NY on June 5-6, 1999.
Individuals requesting special research to "compile lists, review past editions of the Yearbook, Almanac and other publications and/or non-standard computer searches" will now be charged $80.00/hour, billable in 15 minute increments with a 15 minute minimum.
Kim Everett requested and was granted a show format change for a show to be held by Portland Cat Club, June 24-25, 2000. It will be a breed showcase with breeds grouped within 5 groups and a Best in Show. It is loosely patterned after the Westminster Kennel Club show held each year at Madison Square Gardens.
New Breeds
Ragdoll-the Ragdoll people presented beautiful examples of their breed for the Board's viewing Saturday evening. However, the breed retains its provisional status. Many board members felt that only just over the minimum had been met in exhibit requirements.
Selkirk Rex-the Selkirk Rex breed secretary stated that she didn't feel the breed was ready to move to championship status and that they were really requesting a change in their standard. That change was approved and the breed retains its provisional status.
Breed Council Proposals
All considered (those that passed by 60% of the voting membership) breed councils proposals passed with the exception of the following:
- Javanese-1, 2, & 5 out of order, 4 failed
- OSH-1, 2, 4, & 5 out of order
- Persian-Himalayan Division-1 failed
- Persian-Shaded & Smoke Division-1, 2, 3, 4, 5, & 6 failed
- Question 4 on the Colorpoint Shorthair proposal was ruled out of order as 60% of the vote was not received and the number of "yes" votes were incorrectly computed.

Often clubs come up with ideas to expedite or streamline
their shows, and before long it catches on and become
the norm. So, at the suggestion of Martha Auspitz, we will
attempt to be even more efficient by placing this column in
our newsletter.
If anyone has any ideas or suggestions,
please share them with us.
Diana Doernberg presented a revised Breed Definition proposal which will be sent to the Breed Council secretaries for comments and suggestions. I am presenting it here, without its rationales (space consideration), for your perusal.
Definition
A breed is a group of domestic cats (subspecies felis catus) that the governing body of CFA has agreed to recognize as such. A breed must have distinguishing features that set it apart from all other breeds.
The breed definition presumes the following:
- At the time of recognition for registration CFA will assign a new breed into one of four classifications - Established, Hybrid, Mutation or Natural.
- No breed of any classification may be merged in whole or in part with a Natural or Established breed.
- For those breeds that do not have any other source of new bloodlines; i.e., importation, other registries or current outcrosses to other recognized breeds, and for whom the need to outcross for health and vitality appears necessary, the CFA Board will grant approval of an outcrossing plan when 60% of the voting breed council membership approves such a proposal. In addition to this required breed council approval of any such outcrossing proposal must include the following:
a. A summary of the problem and/or problems that have caused the request to be made.
b. Relevant statements from qualified veterinary and/or genetic professionals establishing that outcrossing is the best course to follow to correct the problem cited in (a) above.
c. A statement establishing that no other source of new bloodlines is available to the breed seeking this option.
d. The source of the desired outcross.
e. A guarantee to the breed that might be used as an outcross in such a program that any look-alike cats produced by such outcrossing will not at any time seek to be returned either to the registry or show classes of the breed and/or breeds being used for outcrossing nor will petitions to show such offspring in any other breed classes be entertained.
f. A description of the registration procedures to be used in the establishment of the outcrossing program and approval by the CFA Executive Director of such procedures.
- The establishment of classes in any breed which: (a) in the case of a hybrid or currently outcrossing breed mimic* the parent breed(s); or, (b) in the case of a new breed, mimic* an existing breed, will not be permitted. AOV classes
are not affected by this stipulation
*Definition of mimic-A class of cats would be said to mimic either (a) the parent breed, or (b) an already existing breed , when such a class of cats so closely resemble (a) the parent breed, or (b) already existing breed, that the defining features of the two groups are considered to be basically the same and the differences between the two groups cannot be said to be definite.

As hard as it is to believe, the 1998-1999 show season is winding down and we are once again looking forward to our show and awards banquet to be held this year in Columbus, OH on June 12 & 13.
ROSETTES - Eve Russell is in charge of the show rosettes and the theme is red, white and blue. She will gladly accept donated rosettes for recycling.
DONATIONS/SPONSORSHIP - Marianne Toth will be soliciting clubs for donations-ring sponsorship, money donations. Anything your club can do will be most appreciated.
REGIONAL SHOW - Please help publicize the Regional Show. A PDF file of the show flyer is available online. Note that the free Adobe Acrobat Reader is required to open and print the PDF file. If you prefer a Word Perfect 8 file, please request one from info@CFAgreatlakes.org. If your club is holding a show between now and June, please download the file and either print sufficient copies of the show announcement to distribute them at your show, or include the show announcement in your catalog.
BANQUET - I am looking at ways to move the banquet along in a more timely fashion. My ear is open to all suggestions.
REGIONAL AWARD BOOKLET - PHOTOS NEEDED! Karen Lawrence has kindly agreed to produce the awards booklet again this year. She has requested that you get your picture to her ASAP - many already know they are going to receive an award. If you have a DM award this year, please also send along a photo of the cat so we can include it in the booklet. This would help her get those things done so she is not swamped at the end.
Scanned photo image files can be emailed to Karen at klawrenc@computan.on.ca or you can mail your photos for scanning to:

I am excited about the festivities and hope you will join us to celebrate a wonderful year of beautiful GLR cats. This is a great chance for us all to be together.
